They have many student organizations and I just saw a posting the other day of a "Wiccan" Organization. The other day my friend said she was harrased by an evil spirit while in her dorm room while she was in the bed. Is it okay for me to pray over certain buildings and put bless oil there? I want to gather alot of Christians so we can all pray and how do I make bless oil?

Most certainly it is ok to pray over certain buildings and put blessing oil there.
Most people use Olive Oil, probably because it is mentioned so often in the bible. You can use the Olive Oil, or you can use common vegetable oil, or if nothing else you could use water. For myself, I use Olive Oil, and a very small bottle will last a long time when you are anointing things, for you only need just a drop of it on your finger.
You start anyplace. I have anointed a church building that way. I started anointing each window, touching the window frame, as I prayed to block that path, The Lord will lead you in where to place the anointing oil. ( I prayed in tongues but as long as you pray to block or seal that path) then I would move on to the next window, continuing completely around the inside of the building, then the doors, anointing the door frame. Then the Lord had me stand in the middle of the church and had me command every demon in the building to leave that building, commanding them to not return.
Does it work? Sure did. We had a woman who attended our church who was very mean to all the children of the church, and would sit in the Sunday School class that I taught, and would constantly interrupt the class by trying to correct the pronunciation of words or what ever. Well in the next couple of weeks after the anointing, the woman was just as sweet as could be, even being nice to the children, and not interrupting the Sunday School class. The third week she no longer came to our church, but instead she started going to another church across the street, and we heard that the second week she was over there she kicked that pastor in the leg shins.
Also, the first service after the anointing, there was a man come to the door of the church, and the pastor sent me to inquire of him. The man was belligerent and said that he came to take his wife out of the church. After being told that his wife was not in the church, he insisted on going in to find her. I said, ok, come on in, and I opened the door wide for him. (I won't keep anyone out of entering a church, who knows, they just might get saved there.) Well, he stepped up to the open door and it was like he just walked into a brick wall. He stopped dead in his tracks and then backed up, and refusing to look at me, looking only at the ground, he mumbled that his wife wasn't there and he turned and left.
While the people could enter, the demons had to stay outside.
Do not hesitate to anoint yourselves either, and have your friend anoint herself every day also. Always asking for the protection of the Holy Spirit.
And anoint her room as often as you feel the need.
After matorzok anointed the woman's bed, the demon inside of her knew it without having to be told, and so was not able to lie upon that anointed and holy bed. Give that some thought, that every piece of furniture in the room could be anointed as well.
But do not do this anointing lightly, for you are a holy person who is making holy that area by the Power of the Holy Spirit of God. Just as Moses anointed the Tabernacle to make it holy. Do this anointing is the manor of Worship.
As you may have noted, when Raymond was sent to anoint a place, it set up perimeters around something or around entire nations. But you are also to note that while Raymond was instructed to pour the entire bottle of oil at each place, you do not need to do that. Just a touch of oil at each place is sufficient, for it is not the oil which does the work, it is the prayers which you speak which will bind the demons, stopping them from entering. The oil is only the symbol.
